PERMANENT ACCOUNT NUMBER - PAN
A BASIC DOCUMENT

PAN is an all India, unique ten-digit alphanumeric number, issued in the form of a plastic-coated card by the Income Tax Department. It does not change with changes in address or place where you are being assessed. PAN number is  required for all citizens who file their income tax returns with the income tax authority in India.

For obtaining PAN related information the Income Tax department has authorized :- (i) UTI Technology Services Ltd (UTITSL) to set up and manage IT PAN Service Centres in all those cities or towns where there is an Income Tax office and (ii) National Securities Depository Limited (NSDL) to dispense PAN services from Tax Information Network (TIN) Facilitation Centres.

There is a logic behind the way PAN number is generated.

  • First three characters are alphabetic series running from AAA to ZZZ.
  • Fourth character represents the status of the PAN holder (P- Individual, F- Firm, C- Company, H- HUF, A- AOP, T-trust etc.)
  • Fifth character is first character of the PAN holder’s last name.
  • Sixth to ninth characters are sequential number running from 0001 to 9999 
  • Tenth character is an alphabetic check digit

PAN card is a rectangular plastic card that is blue in colour and has the hologram of Government of India. The details displayed are Name, Father’s Name, Date of birth and PAN for an along with Photo and signature. For other cases it has organisation name and date of formation and PAN number – there is no photo or signature

PAN CARD FOR MINORS

Section 160 of IT Act, 1961 provides that a Minor (anyone below the age of 18 years) may apply for PAN card through a Representative Assessee. Typically the Representative Assesse is a parent of legal guardian of a minor.

NRI INDIVIDUALS

A non-resident (individual or entity incorporated outside India) can apply for a PAN card using form 49A if he/she is an Indian citizen or Form 49AA in other cases. The documentation requirements are a little different in their case

UPDATE CORRECT PAN DETAILS

Change of PAN card or corrections are usually made on account (a) change in applicant name, on account of marriage or due to spelling mistake (b)change of fathers name on account of formal name change or correction of spelling errors (c) change in date of birth for correction or updations of month and date where only year was updated earlier

REPLACE LOST DAMAGED PAN

Anyone can apply for a duplicate PAN card when have already been issued a (PAN) but a new one is required by the applicant because (1) the PAN card is lost (b) the PAN card has been damaged and (c) when they have an old card and want to change to a new tamper proof PAN card with hologram

BENEFITS OF PAN CARD

The importance of having a PAN card has been growing over time as various transactions are sought to be recorded and tracked over time. Some of the transactions that mandatorily require PAN card are

  • Purchase and sale of immovable property: PAN is required to be quoted in the deed made during sale or purchase of any immovable property valued at ₹5,00,000 or more.
  • Purchase and sale of motor vehicles: Copy of PAN is required during Sale or purchase of a motor vehicles having more than two wheels excluding detachable side-car attached to the two wheeler.
  • Opening of new bank accounts: This is required for all banks whether private or public or cooperative
  • Fixed Deposits: Deposit in cash for fixed deposit exceeding ₹ 50,000 requires PAN.
  • Post Office: Deposit in cash in Post Office Savings Account exceeding ₹ 50,000 requires PAN
  • Bank Instruments: PAN is also required while making payment in cash for purchase of bank drafts or pay orders or banker’s cheques for an amount more than ₹ 50,000 in a day
  • Cash Payment & Deposit: Depositing cash in bank account or making payment for purchases in cash for more than ₹50,000 in one day requires PAN.
  • Hotels: Payment to hotels exceeding ₹25,000
  • Shares & Securities: Contract of a value more than ₹1,00,000 for sale or purchase of shares and securities
  • Telephone: Application for allotment of telephone connections both fixed landline and mobile.

 

* Provided that till such time PAN is not allotted to a person, he may quote his General Index register Number or GIR No.

 

** It is also important to see that the PAN card is linked to Aadhaar

Intimation to Income Tax Officer

The following changes must be intimated to the assessing officer as regards the PAN:-

  • Death of an assessee.
  • Discontinuation of business.
  • Dissolution of a firm.
  • Partition of a Hindu Undivided Family (HUF).
  • Liquidation or winding up of a company.
  • Merger or amalgamation or acquisition of companies

DOCUMENTATION FOR PAN

  • Application for allotment of PAN is to be made in Form 49A for Indian Citizens and 49AA for others.
  • Application form must be typewritten or handwritten in black ink in BLOCK LETTERS.
  • One recent coloured photograph is to be annexed.
  • While selecting the ‘Address for Communication’, due care should be exercised as all communications thereafter would be sent at the indicated address.
  • In the space given for ‘Father’s Name’. Only the father’s name should be given. Married ladies may note that husband’s name is not required and should not be given.
  • Due care should be exercised to fill the correct date of birth.
  • The form should be signed in English or any of the Indian Languages in the 2 specified places. In case of thumb impressions attestation by a Gazetted Officer is necessary.

Form 49A is a Application for Allotment of Permanent Account Number in case of Indian Citizen/ Indian Companies/Entities incorporated in India/Unincorporated entities formed in India given under the Income Tax Act Form49AA is the form that is to be used by individuals who do not hold an Indian passport or are incorporated outside India to apply for PAN
Having more than one PAN number is against the law. If you have lost your PAN card do not apply for a new PAN. It is recommended that you lodge a complaint with your nearest police station so that the PAN card is not misused and apply for a reprint/duplicate card. No particulars of your PAN card would change in this casse
